Instead Of Starting Over
Not every water system challenge requires starting over. Instead, a closer look and the right technical support helped restore the one already in place in Cruz Verde, El Salvador.
Not long ago, the water system in Don Victor’s community was struggling. The well hadn’t been cleaned in years. Water arrived only during rationed hours. Many believed the only solution was to start over entirely.
Instead, the community, alongside Cova’s technical team, took a closer look. After pulling the pump, they discovered a pipe choking the system from the inside. They cleared the blockage, restored flow, and the same pump is still operating today.
Now, more than 200 families have access to water 24 hours a day.
”Little by little,” Don Victor says, reflecting on the big progress made during his tenure as President. Long-term progress didn’t require new infrastructure after all. Strengthening local capacity to maintain, monitor, and troubleshoot the systems already in place has transformed what his water board is able to do. Cova’s ongoing support helped make that possible.

Don Victor stepped into leadership with two goals: bring back 24-hour water and lead with transparency. Today, both the water system and the community around it are stronger because people continue carrying the work together.
