The Business of Safe Water

When it comes to safe water, sustainability isn’t just about keeping taps running — it’s about keeping the systems behind them strong. That’s where Cova’s creative financing model comes in.

Rather than relying solely on external aid, communities purchase chlorine tablets locally through Cova’s network of chlorine banks, ensuring ongoing access to the product that keeps their water safe. Once the chlorinator is installed by Cova, the community buys the chlorine it needs to keep it running. Each sale contributes a small margin that helps sustain local operations and supply chains.

But that’s only part of the picture. Cova’s pioneering results-based funding model links revenue to real outcomes: functioning water systems and consistent water quality. Through a framework supported by Uptime and backed by major funders, Cova earns revenue based on proven results, not promises.

Philanthropic partners help bridge the gap — providing the start-up capital to reach new communities and build the relationships needed for lasting success. In the future, Cova aims to transition these payments directly through government partners, reinforcing accountability where it matters most: at the local level.

It took fourteen years to reach our first million people with safe water. By early next year—just four years later—we are on track to reach two million, and by 2028, we aim to increase our safe-water reach to four million people.

Because when communities contribute, municipalities measure, and results speak for themselves, safe water becomes more than a project — it becomes a practice.

From Proof To Practice

Innovation doesn’t end at installation. Safe water access shouldn’t depend on promises or projections — it should depend on proof. Cova’s results-based financing model ties system success directly to outcomes in the field, measuring water system uptime and water quality results in real time. When systems stay online and water stays safe, communities thrive.

But, we see proving what works as only half the role, sharing what works is the other. Through hosting the Community of Practice for in-line chlorination, we are helping bridge the gap between field experience and research — ensuring that innovation in safe water doesn’t stay siloed, but spreads. Shared learning is helping others replicate success, turning proven results into lasting impact.

Why Not Now

In Kamalote Dolores, beneath the full heat of the afternoon sun, Cova’s team walks through chlorinator installation with water board member, Felix, and municipal representative, Elder. What began as a single pilot project in the municipality has gained momentum following its success. The installation here marks the third community to follow suit. “Our goal is a chlorinator in every community,” Elder shares. When asked, why now?, he answers simply: “Because now there is an institution to help us.”

Across Central America, Cova remains the largest implementer of in-line chlorination — with more organizations joining in. Every replication means more people drinking safely, more systems running reliably, and more proof that simple solutions can scale.

From rural water taps to global research networks, Cova’s water treatment model continues to prove what’s possible — safe, reliable water for all.
